Is it safe to say that "these individuals," have been individually notified
and have replied with a ' yes' or 'no' to continue?
Is it ok to edit/delete an individual record from one's own GEDCOM, or does
that also need to be done by the moderator?

Deleting one's account/cancelling membership
You can add and delete records from your GEDCOM at any time. You can even
upload whole new versions of it or dump all of the data if you like.
To delete a record, log on, click on GEDCOM then click on "Administer My
Tree". There you will see the options of "People" and "Families". To
delete an individual, click on "People", then under "Modify Existing Person"
type in a search string to find the appropriate person. When the list comes
up, simply click on the little red "x" to delete that person. To delete a
family, the process is the same, but you should note that deleting a family
only deletes the definition of relationships between the individuals in that
family but does not delete the individuals themselves, i.e. they can be
regrouped with other families.
