Hello David,
Paso de Cuarenta (correct spelling is with a C) is in the jurisdiction of
Lagos de Moreno. Matanzas was once also part of the jurisdiction of Lagos
de Moreno.
The border crossing of Ruperto Mendoza shows that he was born in Lagos de
Moreno on 27 March 1897. https://familysearch.org/pal:/MM9.1.1/X2NH-YM7
The year is probably a mistake. I found a Ruperto Mendoza born in Lagos de
Moreno on 27 March 1887 and baptized on 30 March 1887.

I can't find any records on the paternal grandparents.
The maternal grandparents were Domingo Acosta and Vicenta Silva married 20
Jan 1858 in Lagos de Moreno.

The Mendoza that wrote that he was born in Tiunfo, Baja California might
not be related to you. It might be just another person with the same name
as your ancestor. You have to be careful about not confusing people that
happen to have the same name. What other info is on that border crossing?

David,
Here are my two cents, I hope this helps in your research. I know in the beginning it´s rough, it was for me. It takes lots of patience and determination, but in essence, genealogy is a beautiful art where we can link the past and present together.
Anastasio de Acosta and Ma. Claudia Valencia were married on 25 July 1833 in Santa María de los Lagos. You can find it on this link: From it we identify Anastasio de Acosta´s parents as Tiburcio Acosta and Zerafina Gómez. Claudia´s parents are mentioned as Luis Valencia and Asunción Gómez, who were both deceased. The godparents might be very well related as they are mentioned as Petronila and Margarita Acosta. I could not find any additonal information on these couples.

Julián Silva and Juana de Ledesma were married in the same parish on 25 February 1805.

Thank you for your advise. Using this method I managed to find both the paternal and maternal grandparents of my grandfather. Thanks for your advice.
Senon Mendoza
Sir,
First, I would like to thank you for your assistance. Briefly, I found the name of my Great-Grandfather, Senon Cedillo Mendoza, on my grandfather Ruperto's WW1 draft document. My grandfather has his dad as being born in Lagos De Moreno, Coahuila, Mexico. I could not find this place in Mexico. A relative of mine informed me that his father had kept in contact with the Mendoza relatives from Paso de Cuarenta but his father has since passed away and I have no knowledge of any other communication with family from Mexico. I have searched many genealogy records and just cannot find Senon Cedillo Mendoza anywhere other than the records and locations indicated by my grandfather. I took the ancestry dna test and I found that the majority of dna relatives with the Mendoza name are from around the general area of Jalisco such as San Luis Potosi and AguasCalientes. I will continue my search and again appreciate your help. If I can find the connection I would like to visit this area of my ancestors. Thanks again for your help.

Hello David,
Lagos de Moreno is in Jalisco. It is easy to find by searching Lagos de
Moreno at maps.google.com
It is part of Los Altos Norte http://es.wikipedia.org/wiki/Altos_de_Jalisco
There is no such place as Lagos de Moreno, Coahuila so the state was a
mistake.
As far as finding more info about your grandfather and great-grandfather it
seems you will have to look over the church and civil records page by page
for Lagos de Moreno and Matanzas at
https://familysearch.org/search/collection/list#page=1&countryId=1928728
Do you have names of siblings of your grandfather and your
great-grandparents. Their names might be able to help you.
There is a DNA project for the region at
http://www.familytreedna.com/public/NuevaGaliciaDNA/
You can transfer your Ancestry.com test for $49 by choosing the Autosomal
DNA Transfer and you can get a 37 marker Y-DNA test for $119.
You might be able to find other relatives by testing with FamilyTreeDNA.
