They are not yet available online due to contractual obligations with the owners of the original documents. (Mexican government and/or Catholic Church) I sent off a question to familysearch.org, using their help email address, and they mentioned something to that effect.
I'm anxiously waiting to get access to the second collection you mentioned, I have a LOT of Michoacan ancestors that I know will be contained in those documents.
